Adoption of Bill 2 by the National Assembly of Québec

The Canadian Society of Endocrinology and Metabolism (CSEM) stands in full support of its member endocrinologists practising in Québec who are working tirelessly on behalf of patients across the province. We are deeply concerned that the passage of Bill 2 by the government of Québec which imposes arbitrary performance targets on physicians and a new remuneration scheme linked to performance will increase pressure on endocrinologists and negatively impact patient care.
For endocrinologists specifically — many of whom manage complex, chronic endocrine diseases (for example diabetes, thyroid disorders, pituitary/adrenal disorders, osteoporosis) — continuity of care, time for appropriate diagnostics and follow-up, and interdisciplinary collaboration are critical. A remuneration model focused strictly on patient-numbers or narrowly defined performance metrics may undermine the quality of care and the patient-endocrinologist relationship.
CSEM shares the concern expressed by the Canadian Medical Association (CMA) that Bill 2 may place undue pressure on physicians, potentially increase burnout, reduce the attractiveness of practicing in Québec, and thereby adversely impact access to care.
We reaffirm our support for our endocrinology colleagues in Québec and across the country. Our mission remains to advance excellence in endocrinology and metabolism in Canada — through research, education and patient care — and to safeguard environments in which specialists may deliver the best possible outcomes for their patients.
